PROBLEMS AND PROSPECTS OF DEVELOPMENT OF THE ROAD TRANSPORT COMPLEX: FINANCING, MANAGEMENT, INNOVATION, QUALITY, SAFETY – INTEGRATED APPROACH

В монографії приділено увагу проблемам і перспективам розвитку дорожньо-транспортного комплекс на основі інтеграційного підходу. В Україні дорожньо-транспортна система віднесена до пріоритетних системи. Втім, її пріоритетний статус отримує відображення лише в численних нормативно-правових актах. У таких умовах актуалізується необхідність здійснення наукових розробок та практичних рекомендацій розвитку дорожньо-транспортної системи в цілому. Застосовано інтеграційний підхід щодо фінансування, управління, інноваційності, якості та безпеки.
З метою усунення регіонального дисбалансу на шляху розвитку держави, як ургентний захід, обґрунтовано та розроблено методологічні засади підтримки слабких регіонів, що передбачає своє впровадження в короткостроковій перспективі. Запропоновано визначити рейтинг кращих закладів освіти в регіоні на основі математичного моделювання. Встановлено і систематизовано відповідні кластери освітні установи регіону враховуючи їх галузеву значимість, форму власності, ефективність державного фінансування та обсяг власних надходжень. Розроблено методичне забезпечення щодо управління якістю транспортно-логістичних послуг, що включає певний порядок та сукупність відповідних методів реалізації цієї діяльності на підставі застосування апарату сценарного підходу і алгоритмізації процедур одержання можливих станів функціонування об’єктів сучасного транспортно-логістичного сектору. Сформовано сукупність функціональних підсистем підприємства по аналогії з системами живого організму, діяльність яких взаємозалежна, що забезпечує стійкість «живого організму» підприємства до впливу зовнішніх умов. Сформовано процес визначення та оцінки компетенцій працівників на основі сучасної технології оцінювання «Assessment Сenter». Запропоновано програму розвитку корпоративної соціальної відповідальності на внутрішньому та зовнішньому рівнях впровадження із урахуванням особливостей різних груп стейкхолдерів. Запропонована комбінована система управління безпекою «поведінка + стан транспорту + інфраструктура + перманентний моніторинг + послуги після аварії».
Запропоновані теоретичні, методологічні та прикладні аспекти розвитку дорожньо-транспортної системи носять теоретичний та практичний інтерес для науковців, підприємців та органів державного управління.
